I'm thinking in the 3rd panel they are in a tunnel or some sort (the view outside the window is black) hence no reception; in the 4th panel might be out of the tunnel where there's reception (view outside the window turns bright)

Well, although realistic most of the time, this comic does occasionally make a turn into the fantastic (the international barista conspiracy, etc.), so I have no trouble imagining that in Hanna's version of NY they have a Frank R. Paul Ridiculously Huge Building neighborhood.
Or, as someone else said, it could be the weed kicking in.
I posit that things will get progressively weirder and weirder until we as readers realize that Hannah is still at home on the couch and none of this happened.
