This was May 2009, right after the 2008 financial meltdown started.
There are always tv/radio ads with 'in these uncertain times' and 'in times like these' (and some ultra-sincere-looking person talking at you like this), because things are never a utopia for working class, but there were a /heck/ of a lot of these ads around this time. Not sure which specific ad this is parodying, if any, but mouseover kinda suggests just all of them.
