I am a New Yorker, born and raised, and I didn't get my driver's license until I was 25. My girlfriend, also a native New Yorker, is now 29 and still doesn't have her license. It really is just unnecessary… until you want to go elsewhere, that is.
That's how NYC keeps you in its grasp forever. You can't get out because you can't drive out!
